The "20+8" industrial cluster development strategy, initiated by the Shenzhen Municipal People's Government in 2022, set a clear path for the city's future. The development of emerging clusters such as intelligent connected cars, and the creation of a "one cluster, one exhibition" system, are the municipality’s primary focus.

In 2023, the city resolved to become a "new generation world class automotive city". This plan looked to generate rapid development in the new energy automotive industry, strengthening Shenzhen's dominant position in the country and increasing its international competitiveness. Technology transfer was set to serve as the bridge between technology and demand, as well as a critical part of the industry’s development.

The China Automotive Technology Transfer Conference is the only technology transfer event serving the automotive industry in China. The event has been successfully held eight times, bringing together experts from the government, the industry, academia, research institutions, and funding locations. Experts gather to evaluate the present situation and discuss the future across multiple fields, including automobiles, the Internet, and finance.

As part of the China Automotive Technology Transfer Conference, the National Automotive Innovation and Entrepreneurship Competition will focus on domestic and foreign entrepreneurial projects covering core areas such as new energy, intelligent connectivity, energy conservation, emissions reduction, and lightweight trends. This competition aims to inject innovation power into the industry’s development. Local governments and the Tsinghua Automotive Research Institute provide support through funds, venues, marketing channels, and other resources, ensuring different competitors’ projects can be successfully implemented.
